For the power steering belt, there should be 3 or 4 holes in the pulley. There is a bolt at about the 11o'clock position that you must loosen in order to release the tension on the belt. It has been a long time since I have done one, so I don't know the size of the top of my head. I believe there is also a pivot bolt at the bottom. You need to loosen these two bolts, slide the pump inward, remove and replace the belt. I always set the tension using a 2-3 foot long piece of 2x4 that I ripped in half on the table saw, then I used it for leverage between the pump and the engine block. You want to be careful what you are prying on, so as not to damage anything.
There may be an easier way, that I do not know about.
What is the other belt? A/C? A.I.R. Pump?
Hope this helps,
