90 Olds 98 TS Problem with braking system

Brake warning lights are both on constantly and the buzzer goes off for a few seconds after starting car. Braking requires extreme pedal pressure. I've heard mention of a "brake bomb" (not the brake booster -- something different, I've been told). Is this a known issue or any suggestions out there?
