I seriously doubt it was the fuse tap that caused your problem. The only thing that could have blown them up by simply connecting the wires is reversed polarity (connected the positive to the ground, and vise-versa), or faulty neon sound converters. Do your neon tubes have the option to turn the neon on solid, bypassing the sound module altogether?
Test your fuse tap and the ground you are using with a test light, and turn the key on. If it lights up, there is no problem with the fuse tap. If you want even more information about it, use a volt meter.
