I think the legality of the issue has to do with what the car originally came with, but since I don't live in CA, I dont know.

According to Federal regulations, yes. CA has been no different than any other state since the '80s. The differences, between the states, are in the testing procedure itself, or the lack of it.

It is the reason why one would want to check the applicable regulations before making any modifications to any part of the emissions system.
