'90 Delta 88

The fuse in the box under dash seems to be alright, I'm wondering if there's a relay somewhere? Could it be the wiring? I've had to repair other wiring so could be.

I know its a compltly different car but my aurora's did not work when I first got it, I changed the fuse and it started working. I know you prolly already looked at it but just saying, also there was a wire that was been disconnected so I would say find a diagram, and follow the wires/relays/ect till you find the problem. I know its not too helpful but I am trying.
