Because its not how an engine works. Vacuum is the "choking effect" and is negative pressure. More air does not mean more vacuum. Easier breathing means more air pulled in by the existing quantity of vacuum, not that you have more vacuum. Clear enough?

A velocity stack. It would be a version of the "Exponential Horn" that Norm referred to. Remove the restriction and dampening, louder intake.
