Greetings: I have found a used upper horn insulator for the 1955 Oldsmobile, but after putting everything all together - the horn ring and cap, I still can't figure out how the electricity is supposed to complete the circuit to ground the horn relay. I have also searched in both the parts and service manuals, but it seems as though as I have all the parts I'm supposed to have, but it still doesn't work. Any help out there? By the way, if you are looking for the inlet filter/strainer in the fuel tank, Year One has a "modern" version, that works just fine.

Ground is from the center of the steering wheel, down the shaft, to the frame.
